The 2015 Special Education Fund

What is the SPECIAL EDUCATION FUND?

The SEF comes from an additional one percent tax on real property that LGUs are mandated to impose and collect by virtue of Republic Act 7160 or otherwise known as the Local Government Code of
1991.

On what items should it be spent?

The Local Government Code contains two provisions that pertain to how the SEF is to beallocated. First, Section 100 provides that the annual school board budget shall give priority to the following: (i) construction, repair, and maintenance of school buildings and other facilities of public elementary and secondary schools; (ii) establishment and maintenance of extension classes where necessary; and (iii) sports activities at thedivision, district, municipal, and barangay levels.
Second, Section 272 provides that “the proceeds [of the SEF] shall be allocated for the operation and maintenance of public schools, construction and repair of school buildings,facilities and equipment, educational research, purchase of books and periodicals, and sports development as determined and approved by the Local School Board.”

Does it pass through the City Council?

No. The fund is solely managed by the Local School Board chaired by the City Mayor and the DepEd Division Superintendent. The composition of the board comes from the community and the government. 

What is the projected amount of the SEF for 2015?

Highlights

1.     The most crowded high school in our city, the CDO National High School will finally have a new campus with an initial 60 classroom school building

2.     Due to the massive budget cuts set by the City Council, the honorarium for day care workers are now absorbed by the special education fund.

IN THE CITY BUDGET PROCESS

The objective of this prayer and advocacy rally is to inform the public on the importance of people’s participation in crafting the city’s budget as the most important piece of local legislation passed in a year. Moreover, it seeks to:

  • Call the executive department to look into creative ways of disseminating the budget and opening up the preparation process to the grassroots level in the next round. 
  • Call the legislative department to institutionalize a broader mechanism where people’s organization can directly contribute and prepare priorities, which the budget should reflect. We call for the creation of a People's Council. 
  • Call the people to exert their influence on the budget process.


The youth of the city took upon themselves to mobilize and to deliver a point to the public that crafting a people’s budget requires the cooperation of all members society and not just the business of both camps in City Hall. This is also a tremendous educational opportunity for the young to immerse in collective action for a common issue for the common good – greater participation in the crafting of the city’s budget.
